"4. The full text of the Order was released on September 27, 2018; a summary was published in the Federal Register on October 15; and the Order is scheduled to take effect on January 14, 2019 (90 days after publication).10 The Order acknowledged that “some localities will require some time to establish and publish aesthetics standards,” and therefore the Order’s aesthetics standards will not take effect until 180 days after Federal Register publication. As a consequence, to the extent localities choose to impose aesthetic requirements on the deployment of covered wireless facilities 180 days after Federal Register publication, the requirements must be “(1) reasonable, (2) no more burdensome than those applied to other types of infrastructure deployments, and (3) objective and published in advance.”
