We seek to keep all residential neighborhoods, schools, parks, and wilderness areas as free as possible from RF/MW radiation exposures. Fiber-optic networks enable data transmissions that are much faster, more reliable, safe for humans and other living organisms, and far more secure from cyber and physical attack when compared to any wireless network which relies on sending data via pulsed, microwave radiation (Wi-Fi, 4G/LTE and 5G).  In addition, fiber-optic cables use only a fraction of the energy required by wireless networks.

The United States needs  One Big Dig — a coordinated private/public infrastructure project to connect every business, school, home and farm with fiber optical cables.  This would create an invaluable and defensible national asset, as well provide jobs to many thousands of Americans. Private companies could then share access to this national asset to offer competing services, much in the same way that long distance telecommunications providers shared access to one integrated system of copper telephone wires.

We have now busted the myth that [5G frequencies] have to be line-of-sight — they do not. We busted the myth that foliage will shut [5G] down . . . that does not happen. And the 200 feet from a home? We are now designing the network for over 2,000 feet from transmitter to receiver, which has a huge impact on our capital need going forward. Those myths have disappeared."

"[Verizon 5G] is really high frequency [28,000 MHz and 39,000 MHz], so everybody thinks it doesn’t go very far, but it’s a really big pipe and so that’s what allows you to gain the super fast speeds . . We’re 3,000 feet away from our radio node. the cool thing about this is that we did not move the radio node. It’s pointing down to serve the customers in that area " . . . here even 3,000 feet away, we’re still getting 1,000 [Megabits per second] speeds . . . So now we’ve driven about 1/3 of a mile away [1,760 feet] from the radio node. we are still getting very good speeds even though we have foliage in between [800 Megabits per second]."

This is substantial evidence that proves that the LEAST INTRUSIVE MEANS to close a Significant Gap
in Wireless coverage is to install 4G/5G WTFs on macro towers that are 3,000 feet away from residences.

“I am an attorney and was an intervenor in the DC Circuit Case 18-1129. I worked closely with the Natural Resources Defense Council on the briefs filed with the Court. My reading of the Court decision is summarized in the following:

The Federal Communications Commission issued a rulemaking order on March 30, 2018 to expedite the deployment of Densified 4G/5G and other advanced wireless facilities (what the FCC called “small cell” facilities). The FCC’s order exempted all of these 4G/5G facilities from two kinds of previously required review: historic-preservation review under the National Historic Preservation Act (NHPA) and environmental review under the National Environmental Policy Act (NEPA).

On August 9, 2019, the US Court of Appeals for the District of Columbia Circuit vacated the FCC’s rulemaking order. The legal effect of vacating the FCC’s rule necessarily means that the prior rule was reinstated: any actions taken on the basis of the vacated rule must be reconsidered under the terms of the prior rule.

The prior rule required the FCC to apply NEPA to the construction of 4G/5G facilities. Consequently, it is not lawful that any such facility be constructed without prior NEPA review. While other actions of Congress and the FCC have attempted to circumscribe local authority over the construction of Densified 4G/5G facilities, in light of the Court’s decision, the localities are within their rights to require the sponsors of Densified 4G/5G facilities to provide evidence that the FCC has conducted a NEPA review prior to approving any request for construction.

Moreover, in as much as the Court’s decision vacated the FCC’s rule, the decision applies nationwide: its effect is not limited to the District of Columbia.”

The FCC Maximum Permissible Exposure Guideline for pulsed, data-modulated, Radio-frequency Electromagnetic Microwave Radiation (RF-EMR) exposures is, unbelievably, based on only the RATE of exposure, NOT the TOTAL DOSE of poison delivered over time. This has been a scam since day one.

The 1986 NCRP Review, used to justify this nonsense, defined both Specific Absorption (the total DOSE of radiation in Joules) and Specific Absorption Rate (the RATE of radiation exposure in Watts).

For the FCC MPE RF-EMR exposure guideline, the NCRP picked the latter because “it was easier to measure.” . . . right . . . (head slap!).

The best plan for any City is clearly Fiber to the Premises (FTTP): fiber optic cables to every home that would provide uncapped data download speeds of 1,000 Mbps. Fiber is the most energy-efficient, reliable, secure, safe and democratic way to offer broadband service. With fiber, individual households can choose if they want to run wireless in their homes via Wi-Fi or not.

Many residents choose to not run Wi-Fi and opt-out of PG&E’s so-called “Smart Meter program”, just as many choose not to smoke cigarettes in their homes and are barred from doing so at local restaurants. Forcing 24/7/365 grossly-underregulated power levels of pulsed, data-modulated, Radiofrequency Microwave Radiation through one’s home from the curb is unconstitutional and undemocratic. Any City that does this, would degrade to the land of no-choice: forced exposures to hazardous wireless signals everywhere. No City would dream of forcing second-hand cigarette-smoke into their residents’ homes 24/7/365. The issue of RF-EMR exposures is identical in both lack of freedom and hazard.

In the words of Patrick Shannon: “Do the right thing, protect your residents and avoid our City from becoming the place where democracy goes to die and cell towers metastasize.”

Safety

A 2011 article in IEEE Spectrum says that for the World Heath Organization, a working group of 31 scientists from 14 countries reviewed the latest research and classified radiofrequency electromagnetic fields — from any source — as Group 2B, “possibly carcinogenic to humans based on an increased risk for glioma, a malignant type of brain cancer.” Citing Studies completed from 2011 to 2018, Dr. Lennart Hardell and other members from that committee are calling to change RF-EMR to Group 1 — a definite human carcinogen.

Privacy

Governor Brown vetoed California’s 2017 Small Cell Bill (Senate Bill 649), so, fortunately, all California cities retained their authority to regulate the operations of cell phone towers to protect residents’ constitutionally-guaranteed rights to privacy and safety. The last CA Cell Tower bill to pass was Assembly Bill 57 in 2015, which granted an exemption to fire stations because the Firefighter’s Unions entered substantial evidence into the public record that cell towers on or near fire stations caused brain abnormalities in every firefighter examined.

Property Values

We need to halt this ill-advised Wireless-only project and enter into a public process that delivers the least intrusive means to get the fastest, most reliable and energy-efficient Internet access (Wireline fiber-optic service to our homes — without data caps) and to put any new Wireless antennas much farther away from our homes. Cell phone towers installed close to homes significantly reduces property values. A peer-reviewed study published in the 2005 Appraisal Journal, said homes near cell phone towers are devalued 20% to 25%.
